For the first step, download an IP-changing app, switch to a foreign IP, ideally a US one for stability.

For a personal account, you can go to Business Support Home to request a review of your ad restrictions. Once the feature is active, you can submit a request for your ad account by following these steps. 

Method 1:

• Select “Account Quality” in Ads Manager
• Select “Your personal ad account” is disabled 
• “Request a review of your account” after confirming your identity

Method 2: Open Business Support Home and choose View My Account

For a business account, the process is simpler: go straight to HERE to take a look. It usually takes about 24 to 48 hours for Facebook to review and approve your request to lift the ad restriction. For more complicated cases, Facebook may take longer.

Facebook has a team that handles ad account issues. To contact the Facebook team directly, go to this link: https://business.facebook.com/business/help

Rent an ad account

Another option is to rent someone else's ad account to run your ads. But this carries many risks, and it is easy to leak your “content win“. Others can take advantage of this and run your content themselves.
